British Broadcasting Corporation Gaza Film Deemed a 'Significant' Infringement of Media Rules, States Ofcom

The British broadcaster committed a "serious breach" of broadcasting rules by omitting to mention that the narrator of a film about the Gaza conflict was the offspring of a Hamas representative, as ruled by UK media regulator Ofcom.

An inquiry by the media regulator into Gaza: How to Survive a Warzone has found that the programme was "significantly deceptive".

The head of the BBC had earlier expressed regret, saying there had been "a major oversight in relation to accuracy".

Ofcom has ordered the broadcaster to transmit a evening statement about its decisions.

"Since this amounts to a significant violation of our code, we are instructing the broadcaster to air a announcement of our determinations against it on BBC Two at 21:00, with a timing to be determined," it said.

'Possibility to Undermine Credibility'

The watchdog's announcement declared: "The inquiry we conducted determined that the programme's omission to reveal that the voice's male guardian served in a role in the Hamas-run government was materially misleading.

"Consequently that the public did not have essential details which may have been highly relevant to their judgment of the voice and the information he shared.

"Trust is at the heart of the bond between a media organization and its audience, particularly for a state-funded media outlet such as the BBC.

"This oversight had the possibility to undermine the very considerable levels of trust that viewers would have invested in a documentary produced by the BBC about the Israel-Gaza war."

The programme was withdrawn from the BBC's streaming service in the month of February after the presenter's personal associations emerged, and in this past July an internal BBC review concluded it violated the organization's editorial guidelines on factual correctness.

A BBC spokesperson commented: "The regulator's decision is in agreement with the results of Peter Johnston's review, that there was a serious error in the documentary in relation to the corporation's content standards on accuracy, which aligns with regulation 2.2 of the regulator's media standards.

"We issued an apology for this and we accept the regulator's ruling in full. We will comply with the directive as soon as the date and wording are finalised."
